Trollweiss mountain hard clue

Every single hard or higher clue i have received has asked me to go to areas i do not have unlocked and have to throw my clue away. it is getting very annoying and making me regret taking the relic, i was wondering the same thing. Any idea if Jagex will fix this? Edit: just to elaborate i have unlocked 2/3 areas. Desert and Asgarnia.
