The views at Paris are actually quite nice, though they vary in terms of what you can see based on what wing you are in. For example, I had a partial Strip view despite being on the back of the building during my last stay. The rooms are nice though are getting fairly worn. , Paris obvious choice for proximity to WSOP event. Frankly I would pay the $400 extra for that convenience. Otherwise Flamingo, again for proximity, then Harrah's. However I would only stay in a Flamingo room at Flamingo as it's recently-ish refurbished.
